It may be related to fit issues.

As anyone who's ever engaged in the awkward limb-jenga that is sex will attest, condoms are an unpopular accessory to the activity.
Whilst many will cite their reasons as being that condoms reduce sensation or just smell kind of unsexy, new research has revealed that the real reason could be very different.
A study of 1,661 men led by Debby Herbenick, a sexual health expert at the University of Indiana found that 83% of participants had penile lengths shorter than standard condoms.
The average penis length came out at 5.57 inches whereas condoms on average are made considerable larger - take Durex which is approx 7.5 inches in length. This disparity can lead to uncomfortable bunching of latex at the base of the penis.
Until recently American condoms needed to be at least 6.69 inches long, just shorter than the average length manufactured in the EU which is 6.8 inches long. If the men in the study are reflective of average penis size this means most men are at least an inch short of the condoms they're using.
Though it might not be time to despair quite yet as it appears the average size is growing. According to a Millennial sex survey conducted by SKYN Condoms, the average penis size is estimated to be 6.1 inches when erect,
That's an inch longer than an international study of 15,000 penises that found the average length to be 5.6 inches back in 2015.
